The enactment of Law No. 5031/2013 established the compulsory teaching of English throughout Paraguay’s public education system, from preschool to secondary education, representing a major shift in national language policy. More than a decade later, significant challenges remain regarding the effective implementation of this policy, particularly in teacher education and institutional support. This presentation examines the implementation of English language policy in Paraguay from a language policy and planning perspective, focusing on the relationship between state policy, institutional conditions, and local educational practices. The study integrates findings from four qualitative investigations conducted across multiple regions of Paraguay with pre-service teachers, English teacher educators, institutional leaders, and in-service teachers participating in Ministry of Education training programs. Data were collected through interviews, focus groups, and thematic analysis. Findings reveal a persistent gap between policy goals and implementation realities. Major challenges include limited instructional time, low initial English proficiency among students, shortages of specialized teachers, unequal access to resources and technology, and the absence of systematic language assessment aligned with the CEFR. At the same time, participants described innovative strategies developed to sustain the policy, including the creation of local materials, the use of free digital platforms, and institutional self-management initiatives. The presentation argues that the implementation of English language policy in Paraguay relies heavily on the initiative and commitment of educational communities. From a language policy and planning perspective, the study contributes to understanding how language policies are negotiated and reinterpreted in contexts marked by structural inequalities.
